POSITION SUMMARY:
Provide direction for regional office operations including administration, finances and facilities management. Develop and implement policies and procedures for financial management of a consolidated regional budget. Manage and provide direction to designated programs and staff.
MAJOR RESPONSIBILITIES:
Direct Service:
- Responsible for all aspects of program delivery including the day-to-day management of designated program operations and issues
- Evaluate and facilitate program development as they relate to designated programs, services and staff.
- Respond to immediate clients complaints
- Respond to all aspects of client needs in response to financial concerns
- To work closely with all third party billings, ensuring accurate reflection of costs and abreast of any/ all new legislation that might impact funding
- Develop and implement regional policies in consultation with the Regional Director which affect service and program delivery
- Provide ongoing supervision and support to staff through performance reviews, appropriate feedback and motivation
- Work in conjunction with Regional Director to implement services based on Agency philosophy and principles
- Provide leadership and direction related to establishment of special projects, new initiatives, fundraising ventures and the continuing development of client focused programs
- Provide back-up support in the absence of the Regional Director or other Toronto Region Managers as required
- Receive request for One-Mail hook up and set up same (LRA); receive and process requests to close One-Mail hook-up
- Other duties as assigned
Administration:
- Assist the Regional Director in relation to plans for ongoing development of regional programs through analysis, correspondence, budgetary projections, funding, community and consumer group consultations
- Co-ordinate and maintain the collation of caseload and statistical analysis for programs
- Provide confidential administrative support to the RD
- Collate statistics, and reports for the region, as designed by the RD
- Accurate recording and reporting of all attendance related matters for Human Resources
- Ensure that new staff are networked on the computer system. (Passwords, orientation, setting up individuals on the network with the individual profiles in place and ongoing support)
- Develop and maintain forms
- Coordinate internal & external meetings, workshops, focus group sessions, e.g. Orientation, Staff Meetings, etc.
Financial:
- Prepare, maintain and monitors budgets, grants or project submissions in consultation with Regional Director
- Monitor monthly expenses and revenue and find solutions to ensure viability
- Ensure accurate financials are kept and all financial reports are submitted on time
- Provide timely and accurate funding submissions and proposals, including quarterly and statistical reports and financial statements/reports, to appropriate sources following variable policies and procedures of individual funding sources, e.g. United Way, MCSS, MOH, Employment Ontario, etc. under the supervision of the Regional Director
- Manage fee-for-service contracts and prepare claims and reports as required. Maintain and prepare information related to A/P and A/R including invoices, cheque requisitions, billings, etc.
- Network and liaise with Program Managers as appropriate regarding funding issues.
- Review and reconcile monthly financial statements which include accruals and journal entries for Regional Director’s review
Supervision and Volunteer Coordination:
- Provide ongoing support to designated staff including annual performance evaluations
- Facilitate professional training for regional staff in consultation with the Regional Director and CHS objectives e.g. sign language classes for staff
- Problem solve internal conflicts on a daily basis
- Recruit, supervise, discipline and terminate appropriate staff in consultation with the Regional Director
- Provide leadership to staff in relation to program planning and development
- Attend and participate as an active member of CHS management staff
Community Education:
- Represent each program on external committees, with community contacts and local government contacts
- Promote and provide information to consumers in workshops and seminars about program services and CHS
- Meet/liaise and provide leadership with consumer groups
- Assist in preparation of and promote special events within the community e.g. United Way, May month, etc.
- Coordinate marketing plans of Toronto Region programs
- Liaise with Provincial Marketing Communications on behalf of all Toronto Region Programs
- Provide leadership and assist the Regional Director with community projects and issues
- Lobby and promote CHS philosophies and interests with local communities as required
Professional Development:
- Liaise with Regional Director on a regular basis
- Attend management workshops/seminars as required
- Attend continuing education & professional development seminars
- Attend and participate in CHS management meetings (Forum) and subsequent task groups as required
- Acquire and maintain the minimum ASL proficiency required for the position (Advanced)
- Participate in Regional Management meetings
LINE OF RESPONSIBILITY:
Reports to Regional Director, Toronto Region
QUALIFICATIONS:
- 3 Year College diploma in Business or Social Services related field or equivalent
- 3-5 years related management experience including previous finance, budgeting and program development experience
- Experience in supervision of staff and inter-personal conflict resolution and staff development
- Experience with HRDC budgeting requirements and financial reconciliation and familiarity with various funders’ reporting and budgeting requirements such as Long Term Care, MCSS and United Way
- Trouble-shooting ability as it relates to computers, video conferencing equipment, and other office equipment
- Ability to balance workload, to maintain high levels of customer satisfaction and respond to shifting priorities and multi-task
- Excellent interpersonal, communication and organizational skills
- Proficiency in American Sign Language (ASL) or willingness to learn to the Advanced level
- Proficiency in MS Office Suite and Internet
- Demonstrated sensitivity to working in a culturally diverse environment; knowledge of issues related to hearing loss and Deaf Culture an asset
- Valid driver’s license and access to vehicle for regular travel within the region
- Some evenings and weekends
