Position: CHIEF OPERATING OFFICER

Position Status: Permanent; Fulltime; 35 hours per week

 

The Chief Operating Officer, reporting directly to the Chief Executive Officer (CEO) is the second most senior lead position within the organization and functions as vital and pivotal member of the senior management team, providing agency-wide leadership in key operational areas including oversight of regional operations.

POSITION SUMMARY:

•    Provide internal leadership in the execution of the organization’s operational plans as directed by the CEO
•    Supervise and provide oversight to Regional Directors charged with service delivery at the regional level toward the accomplishment of established objectives, mirroring the mission, vision and values of CHS
•    Evaluate CHS “infrastructure” of people, systems, and processes; work with the CEO to make necessary changes to ensure that the organization is operating in a disciplined and accountable manner
•    Design, communicate, establish, evaluate, refine and maintain a service delivery structure and staffing to effectively accomplish CHS’s goals and objectives
•    Ensure the day-to-day operations of a multi-faceted, matrix style, multi-level organization.
•    Work with the CEO/CFO/VP Programs and Services in the development, communication, implementation and evaluation of organizational financial strategies; foster a success-oriented, effective and accountable financial environment within the organization to support short and long term organizational goals and the respective agency-wide infrastructure of people, systems and processes Participate in the strategic planning and development of the organization

MAJOR RESPONSIBILITIES:

Direct Service:

•    Responsible and accountable for all regional operations and  on an ongoing basis the COO will provide support to the Regional Directors to integrate strategic directions and service delivery with administration and operations
•    The COO will work toward the design of an effective, sustainable regional service support structure
•    The COO will visit regions regularly and network with staff, communities and consumers

Administration:

•    Meet regularly with CEO to share information and to develop plans to implement/operationalize overarching vision and priorities
•    Contribute to the evaluation and development of operational strategy
•    Attend Board Planning Committee meetings and provide operational perspective and support to the committee
•    Provide back up to CEO for vacation/absences as required; or as directed
•    Oversee the coordination and outcomes of Regional Management Meetings

Financial: 

•    Develop, monitor departmental budget
•    Work in partnership with CFO to monitor overall financial results and to implement changes as needed within regional operations
•    Ensure monitoring of and accountability for financial results within the regional operations of the organization
•    Liaise with CFO to ensure that appropriate finance policies and procedures are developed and implemented

Supervision and Volunteer Coordination:

•    Hire, supervise, evaluate and terminate staff; frequent travel required

Community Education:

•    Participate in community activities and committees as they relate to service delivery priorities

Professional Development:

•    Ongoing Professional Development
•    Proficiency in ASL or willingness to learn ASL and meet the level of requirement of this position within two years (Advanced).

LINE OF RESPONSIBILITY:

Reports to President & CEO

QUALIFICATIONS:

•    University degree with emphasis on management, social services or business administration preferred (equivalent combination of education and experience would be considered)
•    Minimum of five years experience or equivalent at a senior management level within a unionized environment; knowledge of the non-profit and/or health care sectors would be desirable
•    Demonstrated ability to work in a diverse, complex, matrix-styled, multi-site organization
•    Strong business and financial management skills including experience with multi-million dollar budgets
•    Demonstrated success in planning, general management, and human resource management
•    Proficient organizational, conceptual, problem-solving, and leadership skills
•    Proficient communication and presentation skills, ideally in both English and ASL; LSQ and French definite assets
•    Proficient interpersonal skills
•    Experience with change management and the implementation of change
•    Office is located in Toronto with frequent travel to 29 regional offices throughout Ontario
