Position: MANAGER, ONTARIO INTERPRETING SERVICES / SIGN LANGUAGE SERVICES
Location: Toronto
Start Date: May 2, 2011
Minimum Start Salary: $51,735 per annum
Position Status: Temporary Contract from May 2, 2011 – April 30, 2012; Full-time; 35 hours per week

 

POSITION SUMMARY:

Provide policy directions and program development for service operations of the OIS/SLS Programs according to needs identified by culturally Deaf, oral deaf, deafened, hard of hearing, hearing consumers and agency goals.  Manage program services in order to promote accessibility within various communities. Provide direction and supervision for program staff.

MAJOR RESPONSIBILITIES:

Direct Service

•    evaluate and facilitate program development as it relates to each of the OIS/SLS programs
•    liaise with and provide consultation to Regional Director regarding standards of service for designated programs
•    oversee the short and long term planning goals for each program in consultation with Regional Director
•    develop and maintain local policies and procedures for each program in consultation with regional managers
•    prepare and provide long range plans in relation to specific services
•    act as a resource and provide information in relation to queries related to each program
•    develop and maintain information in relation to the network of community resources, government programs etc.

Supervision

•    provide regular and ongoing supervision to staff through regular meetings. Performance reviews, appropriate feedback and active motivation of all staff as a team
•    problem solve internal conflicts on a daily basis
•    provide management of staff in conjunction with CHS policies and procedures and Collective Agreement
•    recruit, supervise, discipline and terminate Program Staff
•    provide leadership to staff in relation to program planning and development
•    maintain and ensure adequate/appropriate staffing for the  Program according to budgetary allowances
•    actively recruit, train and supervise volunteers and student placements

Administration & Financial Management

•    initiate and maintain program correspondence between the local office and community resources, funding sources, local and provincial governments
•    provide reports (financial and statistical) on client services and analysis of service delivery
•    maintain accurate records and statistics
•    develop, maintain and manage budgets for each program in consultation with the Regional Director
•    monitor budgets for each program and ensure ongoing balance of funds in relation to services
•    plan for ongoing development of each program through analysis, correspondence, budgetary
projections
•    actively seek new sources of funding to meet needs of programs in need
•    provide timely and accurate funding submissions and proposals to appropriate sources as required
•    produce program reports/forms for statistical and data collection in consultation with Regional Director

Community Development

•    represent each program on external committees, with community contacts and local government contacts
•    promote and provide information to consumers in workshops and seminars about program services and CHS
•    meet, liaise and provide leadership with consumer groups
•    assist in preparation of  and promote special events within the community E.g.:  United Way, May month, etc.

Professional Development

•    liaise with Regional and Provincial Directors on a regular basis
•    attend management workshops/seminars
•    attend continuing education/professional development seminars
•    attend internal meetings
•    attend and participate in CHS management meetings as requested, special projects and subsequent task groups

LINE OF RESPONSIBILITY:

•    Reports to Regional Director, Toronto Region

QUALIFICATIONS:

•    Master’s Degree or equivalent in a related field
•    Three to five years management or related experience plus 3 years experience as an evaluator/trainer
•    Deaf Interpreter training and/or understanding Deaf Interpreter duties and roles
•    Demonstrated knowledge of deaf issues and Deaf Culture
•    Trained in Linguistics of ASL
•    Fluent American Sign Language (ASL) skills
•    Demonstrated excellent communication and interpersonal skills
•    Demonstrated analytical, financial and budgetary skills
•    Demonstrated networking skills and ability to cultivate relationships/partnerships with other agencies
•    Demonstrated tact and maturity
•    Demonstrated knowledge of diversity issues (Deaf, deafened, oral deaf, hard of hearing, ethnic, etc.)
•    Proficiency in MS Office Suite, Internet and Email
•    Valid Driver’s License and access to a vehicle for regular local travel
•    Occasional evenings or weekends e.g. meetings, training, community events, etc.
