Request for Proposals - Quality Management Consultant
Purpose
The Canadian Hearing Society (CHS) is seeking the services of a qualified management consultant to:
- take the leadership in developing a quality assurance framework for the agency
- make recommendations for the implementation of an accreditation program for the entire agency

Founded in 1940, The Canadian Hearing Society (CHS) is a not-for profit. Our mission is to be the leading provider of services, products, and information that remove barriers to communication, advance hearing health, and promote equity for people who are culturally Deaf, oral deaf, deafened and hard of hearing.
Unique in North America, CHS offers a complete roster of essential services through a network of 28 offices across Ontario. In addition, CHS has established partnerships with two agencies in other provinces (Nova Scotia and Manitoba) for the sale of communication devices.

Scope of Work & Deliverables
The deliverables will include:
- development, design and implementation of a quality framework
- education of CHS management and staff about quality frameworks and accreditation
- provide recommendations for an agency wide accreditation program
The deliverables will be conducted through:
- research of models that work effectively in other multi-program, multi-site, matrix organizations
- interviews key stakeholders including CHS's senior management team, program and regional management staff
- surveys and educational seminars where appropriate
Qualifications
- Demonstrated senior level experience in developing a quality framework for a health and social service agency with multiple programs and funders including:
- demonstrated experience developing a quality framework for a multi-program, multi-site, matrix management, health and social services organization
- project management certification or training preferred
- excellent coaching skills, problem solving and analytical skills
- a sound understanding of health care data and metrics
- knowledge of provincial ministry and LHIN mandated measurement tools preferred
- proven experience working to deadlines

Term of Contract
Work to begin as soon as possible and conclude no more than 12 months from when it begins.
Reporting Relationship
Reports to the Vice President, Programs and Services
Bid Submission
Interested applicants are to submit a proposal that includes the following:
- Brief CV of all consultations highlighting relevant experience and qualifications
- A description of similar work provided in the past five (5) years
- An outline of a work plan including timelines of activities/deliverables
- A budget for the project including all expenses and GST
- Three (3) references from previous projects that relate to this RFP
- Consultant's contact coordinates including email
Deadline for Submissions
