Success of LMAs and employment services for Deaf and hard of hearing

Most Canadians do not know about Labour Market Agreements (LMAs) and the effect of the Canada Job Grant on employment services. Recently, I read an article on CBC about the Federal Government’s Canada Job Grant advertising campaign, “Canada Job Grant ads cost $2.5M for non-existent program”, (January 14, 2014, CBC News).

Last year, the Government of Canada proposed a new program called the Canada Job Grant. This new program would be financed by cutting $300 million annually (60 percent of today’s $500 million total) from funding to provinces and territories under the federal-provincial LMAs. This loss would force the Ontario Government to come up with new funding to match federal contributions. This has a potential serious impact on our Employment Services. As the article says, “Provinces have yet to sign on, complaining the proposed program claws back $300 million in federal funds now used to help disadvantaged workers.”

In just six months, CHS Employment Services has already assisted over 160 job seekers who are Deaf and hard of hearing to find jobs. CHS and other employment service providers have been involved in a social media campaign to raise awareness of the benefits of employment services funded by LMAs. A new website www.LMAWorks.com was set up to allow individuals, organizations and employers to share their experiences of LMA-funded employment programs across the country.

Employment Services at CHS provides viable specialized job-related services to culturally Deaf, oral deaf, deafened and hard of hearing persons. Funding for our Employment Services was made possible through the Labour Market Agreement in 2009 between the Government of Canada and the Province of Ontario.
